INVITATION TO BID
Sealed proposals for City of Metter 2024 TIA & 2024 LRA Project will be received at The Metter Public Works Facility located at 700 Washington Street; Metter, Georgia until 2:00 PM on July 9, 2025. All bids will be publicly opened and read aloud at that time. Bids may also be mailed to 49 South Rountree Street, P.O. Box 74, Metter, GA 30439. Any bid received after the said time and date will not be considered by the City of Metter.
The work to be performed includes the replacement of water laterals under the roadway, milling, resurfacing, and striping on the following streets within the City of Metter, Georgia. Specifically, this project includes the following:
2024 TIA ROADWAY IMPROVEMENT PROJECT:
· Preston Street: 4,400 SY of resurfacing from East Hiawatha to Pine ST. Work includes raising manholes and water valves, milling as required for inlay paving joints, replacement of water service laterals from the main to the meter, storm drain upgrades, and restriping. Installation of new 6” Water Main from Preston ST to Neal ST for 1,050 LF, and replacing 110 LF of 10” Sanitary Sewer line from manhole to manhole.
· Moffit Street & Edwards Street Paving: 1,250 SY of base and paving road construction on existing dirt street. Beginning at Ellist Street and extending East for 500 LF. Paving and grading includes the installation of a new fire hydrant, grading, grassing, and striping.
· Hickory Street: 2,800 SY of resurfacing from Daniel Street North to the end of pavement. Work includes raising manholes and water valves, milling as required for inlay paving joints, replacement of water service laterals from the main to the meter, and restriping.
· Bragdon Street: 780 SY of resurfacing from Cedar ST East for 375 LF to Hickory ST. Work includes raising manholes and water valves, milling as required for inlay paving joints, and restriping.
· Doctors Street: 1,150 SY of resurfacing from Cedar ST East to the End of Pavement for 275 LF. Work includes the installation of a new water line and fire hydrant, resurfacing and striping.
· Holly Drive: 3,075 SY of resurfacing from Cedar ST to Hope Road for 1,320 LF. Work includes raising manholes and water valves, milling as required for inlay paving joints, installation of new 2” water main, replacement of water service laterals from the main to the meter, and restriping. Point repair of Sanitary Sewer line for 30 LF, 8” PVC.
· Hope Road: 2,250 SY of resurfacing from Holly Drive to Holly Drive for 1,050 LF. Work includes raising manholes and water valves, installation of new 6” water main & hydrant, replacement of water service laterals from the main to the meter, and restriping.
· Brannen Street: 7,600 SY of resurfacing from Cedar ST to North Lewis Street for 3,175 LF. Work includes raising manholes and water valves, milling as required for inlay paving joints, replacement of water service laterals from the main to the meter, and restriping.
· North Kennedy Street: 10,400 SY of resurfacing from SW Broad North to Eldridge Street for 2,700 LF. Work includes raising manholes and water valves, milling as required for inlay paving joints, replacement of water service laterals from the main to the meter, and restriping.
· E Turner Street: 1,450 SY of resurfacing from North Lewis Street to Mclean ST for 715 LF. Work includes raising manholes and water valves, milling as required for inlay paving joints, installation of new 2” water main, replacement of water service laterals from the main to the meter, and restriping.
2024 LRA ROADWAY IMPROVEMENT PROJECT:
· Lilian Street: 2,215 SY of resurfacing from North Lewis Street to Kennedy Street for 845 LF. Work includes raising manholes and water valves, milling as required for inlay paving joints, replacement of water service laterals from the main to the meter, and restriping.
· North Roundtree Street: 1,514 SY of resurfacing from Lilian Street to West Candler Street for 528 LF. Work includes raising manholes, striping, and installation of thermoplastic stop bars.
· Bay Streets: 1,168 SY of resurfacing from Lilian Street to East Lee Street for 440 LF. Work includes drainage improvements: curb and gutter replacement, storm drain inlet retrofit/ replacement, concrete valley gutter, and grading and paving for positive drainage.
All work shall be completed within 150 days from the Notice to Proceed, which is expected within 15 days of the bid opening.
Plans and specifications are open for public inspection at the Metter Public Works Department, located at 700 Washington Street Metter, Georgia, or may be obtained from EMC Engineering Services, Inc. (912-764-7022) for a nonrefundable fee of $150.00.
All bidders are required to attend a pre-bid conference, which will be held at 10:00 A.M. on June 25, 2025, at Metter Public Works Facility, located at 700 Washington Street Metter, Georgia. Project scheduling, coordination requirements, minority participation, and questions of interpretation will be addressed at this time.
Bids must be accompanied by a Bid Bond on the form included hereto and shall be secured by a surety company, certified check, or cashier's check in an amount equal to at least 10% of the amount of the bid. A contract performance and payment bond each in the amount of 100% of the contract amount will be required of the successful bidder.
The Owner reserves the right to reject any and all bids and to waive any informality in the bidding.
Bidders must comply with the President's Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, and the Contract Work Hours Standard Act.
The contractor, or any subcontractor, submitting a bid for utility contracting, as defined in O.C.G.A. Section 43-14-2 to a utility system as defined in said section, shall conform to O.C.G.A. Section 43-14-8.2 et seq. with reference to Utility Contractor's Licenses and shall submit the bid with the license numbers, as issued by the Division of Utility Contractors, affixed on the outside of the bid envelope.
